On January 31, 2018 the Senate Committee on Ways and Means, along with the Senate Chairs of the Committees on Health Care Financing and Public Service, held an oversight hearing concerning the Group Insurance Commission's decision to eliminate health plans offered to state employees. Senator Welch attended this hearing in both his capacity as the Senate Chair of the Joint Committee on Health Care Financing and a member of the Senate Committee on Ways and Means. Senator Welch made it a priority to review not just the decision made by the GIC, but the lack of transparency in the process leading up to this decision. After pressure from numerous parties, including the Senate, the GIC voted to reconsider its plan on February 1, 2018.
